CAT Chairman Presents 93% Case Disposal Rate to Dr. Jitendra

Justice Ranjit Vasantrao More, the Chairman of the Central Administrative Tribunal (CAT), met with Dr. Jitendra Singh, the Union Minister of State for Science, Technology, and Personnel, to discuss the Tribunal’s crucial reforms aimed at enhancing administrative justice.

During their meeting on Tuesday in New Delhi, Justice More briefed the Minister on recent initiatives that focus on strengthening institutional reforms, promoting wider outreach, and implementing technology-driven service delivery mechanisms. With an impressive disposal rate exceeding 93%, the Tribunal has adjudicated over 9.32 lakh cases out of more than 10 lakh cases received since its establishment.

Dr. Jitendra Singh emphasized that the Government, under Prime Minister Narendra Modi’s leadership, has continuously prioritized reforms that ensure transparency and efficiency within public institutions. He highlighted that administrative justice is vital for effective governance, and the Government must strive for improved accessibility and service delivery.

The Minister pointed out that technological advancements have transformed public institutions. Digital platforms now expedite service delivery, enhance accountability, and minimize procedural delays, thus making governance more responsive.

Discussing the CAT’s progress, Dr. Singh noted how the Tribunal’s digital framework and improved infrastructure reflect the Government’s broader governance goals. He stated that these initiatives lead to a more efficient administrative justice delivery system.

Access to justice remains a key focus for the Government. Dr. Singh mentioned establishing new Benches and initiating Circuit Sittings in remote areas, allowing government employees greater access to administrative justice, resulting in reduced travel and enhanced convenience.

Dr. Jitendra Singh expressed that institutional reforms must yield measurable results. The continual improvement in case disposals amid an influx of new cases underscores the importance of technological support and strengthened administrative procedures.

Justice More also highlighted the Tribunal’s recent establishment of new Benches in Jammu and Srinagar, along with Circuit Sittings in areas like Puducherry, Leh, Kargil, and Vijayawada. These developments significantly broaden access to justice in underserved regions.

He further detailed advancements made under the Advanced Case Information System (ACIS), which facilitates a myriad of digital services such as e-filing, virtual hearings, SMS alerts, online payments, and the mobile application, among others. This progression aligns with the Government’s Digital India initiative, ensuring technology not just supports transparency but advances governance.

The Minister acknowledged that efforts toward digital transformation are producing institutions that can better meet citizens’ needs, emphasizing greater access and responsiveness as goals. He underscored the necessity for continued support for reforms that bolster institutional capacities and enhance service delivery.

Justice More reiterated that since its inception, CAT has efficiently managed case inflow, achieving annual disposals exceeding new case registrations during 2025, showcasing a decline in pending cases over time.

He also discussed the ongoing implementation of e-Office systems across all Benches, the onboarding of staff onto e-HRMS, and the digital processing of pension cases through the Bhavishya Portal.

Dr. Jitendra Singh reaffirmed the Government’s commitment to fostering improvements that ultimately benefit public service delivery, while leveraging technology to create efficient, accountable, and citizen-centric governance. The objective remains to ensure that governance reforms yield tangible benefits for both government employees and the broader citizenry.
