The Jammu and Kashmir Assembly has selected seven Private Members’ Resolutions for discussion on October 29, 2023. This decision comes during the ongoing autumn session of the Jammu and Kashmir Legislature, which resumed sittings on October 23.
The Legislative Assembly Secretariat found 55 resolutions eligible, with the highest participation from the Bharatiya Janata Party (BJP). Three resolutions have emerged from BJP MLAs, followed by two from the National Conference (NC), and one apiece from Congress and an Independent legislator.
Among these significant resolutions, two focus on immediate relief, rehabilitation, and land allotment for families affected by the recent devastating flash floods and landslides. Another pivotal resolution aims to regularize daily wagers employed across various government sectors in Jammu and Kashmir.
BJP MLA Pawan Kumar Gupta from Udhampur West has spearheaded a resolution advocating for the allocation of assistance from the Union Government under the National Disaster Relief Fund (NDRF). His resolution stresses the need for urgent measures to ensure adequate compensation and restore livelihoods for flood and landslide victims.
“This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families,” his proposal emphasizes. Gupta’s resolution ranks as Serial No. 3 among the selected resolutions.
Additionally, Balwant Singh Mankotia, another BJP legislator representing Chenani, proposed a resolution that seeks to allocate 10 marlas of land to families who lost their properties in the August 2025 flash floods.
“This House resolves that 10 Marlas of land be allotted for construction of residential houses and cattle sheds for affected families,” his resolution states, positioned at Serial No. 7.
In a crucial move, NC’s Ajaz Jan from Poonch has introduced a resolution that concentrates on the regularization of daily wagers working under various government departments. This proposal, listed at Serial No. 6, insists on creating a clear eligibility framework based on service duration and individual performance.
Further, NC legislator Dr. Syed Bashir Ahmed Shah (Veeri) has proposed a resolution highlighting the necessity for generating job opportunities for the youth in both public and private sectors while promoting agro-based industries for sustainable job creation.
At the top of the list is a resolution from Congress MLA Nizam-ud-Din Bhat, calling for the establishment of the National Law University at Srinagar. His resolution, listed at Serial No. 1, stresses the importance of initiating the process without delay as the first phase funding has already been provided.
“This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay,” Bhat stated compellingly.
Additionally, BJP MLA Rajeev Kumar Bhagat from Bishnah has submitted a resolution (Serial No. 4) aimed at revitalizing irrigation infrastructure across the Union Territory. This resolution underscores the urgent need to restore canal networks, deliver reliable irrigation water for agricultural lands, and provide essential support to farmers to boost productivity.
The Independent MLA from Thannamandi, representing Rajouri district, has also contributed by moving a resolution addressing the implementation of Jammu and Kashmir Panchayati Raj Rules. This proposal, ranked at Serial No. 5, stresses ensuring that no contractor should be allotted works exceeding ₹3 lakh, emphasizing execution via Halqa Panchayats.
The assembly convened on October 23, initially focusing on obituary references. Following a recess from October 24 to 26, the House is set to resume its sittings regarding Private Members’ Resolutions on October 29, with the session scheduled to conclude on November 3.
Notably, the People’s Democratic Party (PDP) has faced exclusion as none of its three MLAs had resolutions selected for discussion in this significant assembly session.
