Chief Election Commissioner Gyanesh Kumar announced that the Bihar Assembly elections will take place in two phases, specifically on November 6 and 11. The counting of votes is scheduled for November 14, with the entire election process concluding by November 16. This pivotal announcement highlights the state’s commitment to a transparent electoral process.
During a press conference, Commissioner Kumar described the upcoming Bihar assembly polls as the “mother of all elections”. He underlined the Election Commission’s commitment to ensuring a fair and systematic electoral process throughout the state.
As outlined in the Election Commission’s schedule, the first phase of voting will involve 121 Assembly constituencies on November 6. Following this, 122 constituencies will participate in the second phase on November 11. This structure allows for an organized flow of the election activities.
“It is mandatory to complete counting of postal ballots before the last two rounds of counting of votes,” said Gyanesh Kumar. His comments emphasize the need for rigor in the ballot counting process.
The nomination and withdrawal timelines are crucial for candidates. For the first phase, candidates must file nominations by October 17, with scrutiny taking place on October 18. The deadline for withdrawal of candidature is slated for October 20.
In contrast, the second phase has its nomination deadline set for October 20, followed by scrutiny on October 21. Candidates wishing to retract their nomination must do so by October 23.
The legislative term of the current Bihar Assembly concludes on November 22, creating urgency for these elections. Bihar’s electorate will decide the new assembly from a total of 243 Assembly constituencies, which includes two reserved for Scheduled Tribes (ST) and 38 reserved for Scheduled Castes (SC).
