The Jammu and Kashmir Government announced the Land Pooling Policy 2026 through Government Order No. 173-JK(HUD) on August 17, 2026. This policy aims to enhance urban planning and infrastructure development by encouraging voluntary participation from landowners.
The authorities state that developers need the consent of at least 70% of landowners in a contiguous area for the pool scheme to commence. This strategic move seeks to involve landowners actively in the development procedure, ensuring fair returns and facilitating modern urban growth.
As part of the policy, the Developer Entity or consortium can retain up to 60% of the pooled land. The remaining 40% will revert to the Development Authority, free of encumbrances, for public infrastructure projects like parks, roads, and community facilities in accordance with existing Master Plans.
This policy underscores the shift towards collaborative urban redevelopment. Developers can utilize the land for residential and commercial projects while the Development Authority will focus on creating community-friendly infrastructure.
In an effort to streamline the implementation process, the concerned Development Authority has introduced a Single Window Facilitation system. This system simplifies approvals and coordination with various agencies related to essential services, including water supply and electricity.
The Land Pooling Policy also mandates the establishment of a mechanism to resolve disputes arising from the scheme. A two-tier grievance redressal system will enable landowners to voice concerns. A committee led by the Land Pooling Officer will address initial complaints and resolve them within 30 days.
If necessary, landowners can pursue further appeals with a senior committee that includes higher authority leaders from the Development Authority.
To bolster transparency, the government will introduce an online process for managing land pooling applications and schemes. This approach aims to eliminate bureaucratic delays, covering every stage from application to monitoring the implementation.
The Land Pooling Policy 2026 also defines strict timelines for various phases of the scheme. Developers will have an initial period of 60 days to form a consortium, extendable by another 30 days. Subsequently, they must submit their land pooling scheme within six months.
Authorities will ensure that all land pooling schemes are finalized within a period of five years from consortium formation. The Developer Entities will handle operation and maintenance of developed areas, while the local Urban Body will assume responsibility only after proper completion and handover.
The announcement of this policy aligns with the government’s mission to enhance urban living standards and promote sustainable development across Jammu and Kashmir.
